MEMORANDUM.

His Britannic Majesty's Consul-General presents his com- -pliments to the Tu Tu and has the honour to inform him that he is in receipt of a despatch from His Excellency the Governor of Hongkong complaining of the tone of certain articles, which have

appeared in the Chung Kuo Jih Pao between December 9th. and 14th. on the subject of the boycott against the Hongkong Tramway Company His Excellency is of opinion that the publication of these and similar articles is undesirable and irregular, in that they clear- -ly encourage a conspiracy to defeat the Law of the Colony, and he would invite the good offices of the Tu Tu in procuring the cessation of such mischievous publications. An article which appeared on December 14th. forms matter of particular complaint, in as much as it is entirely false and is on that account more mis- -chievous.

Mr. Jamieson, in conveying this request on behalf of the Hongkong Government, may be permitted to point out that the peple of Canton have always displayed a marked partiality for Hongkong 10 cent pieces over those minted by the local Mint and it is difficult therefore to see what objection there can be to the

Tramway Company doing, in a legal manner, what their whilom Chinese passengers, of their own free will, do every day. He hopes, therefore, that the Tu Tu will be able to see his way to

take action in the sense desired.
